I have a question about the 050 card
Flaglancia
. Its effect states:
If you are on the same terrain card as this plant and discard 1 skill card: Shuffle 1 or more skill cards back into your action deck. Does this effect mean to shuffle skills from the discard pile into the action deck? If so it seems extremely powerful because it would allow me to shuffle my entire discard pile into my action deck but I don’t know how else to interpret it.

No. that's you explain is the +xdraw effect.
Here :
- You discard 1 card_type_skill as the cost to use the card. (From your hand to the discard pile)
- You must shuffle some cards from your hand into your Deck.
